Area residents came to know about this when they had gone to lodge a complaint to the UC that their houses have been flooded by waters that flowed along the paving stone-laid private road as it is located at a level above the main road and does not have drains.
The UC had allocated Rs. 4.6 million to construct Sirimangala Watte Road, including drains, but the drains had been built for only a 200 metre stretch.
The balance money had been used to lay the paving stones on the private road, which leads only to the house of an uncle of Western province chief minister Isura Devapriya.
This has made the female technical officer for the area to pull out of the project.
She had been intimidated by the same secretary about which ‘Sri Lanka Mirror’ previously made a revelation titled “Isura’s female secretary who controls 3 LG bodies!”
The acting secretary of the Kesbewa UC had pressurized the female TO into certify that the contract had been completed, in order to make payments to the errant contractor.
