The organization says that a complaint will be lodged against him on charges of embezzling around Rs. 200 million and preparing fraudulent files.
Former President Maithripala Sirisena had even exposed details of this fraudulent scheme in Parliament.
Accused of compromising the independence of the Government Analysts Department?
Meanwhile, intellectuals have found fault with the Senior Government Analyst Rushan Fernando, who was present at a press conference held by Minister of State for Consumer Protection Lasantha Alagiyawanna yesterday (25) to respond to allegations leveled against the government regarding reports of gas accidents.
These intellectuals point out that the Government Analyst's Department is an independent body and that its officials' participation in press conferences with ministers undermines confidence in the Government Analyst’s Department.
Attorney-at-Law Upul Kumarapperuma had expressed his views to the media in this regard.
"The Government Analyst’s Department is an independent body and its independence is vital. Its independence is vital for the country’s management as well as the judicial process. The view of the Analyst’s Department, technically or under the criminal or civil laws, is considered as expert evidence. The Government Analyst is a specialist who gives his views on either explosives, poisonous substances or any other substance.
He has the ability to express his official opinion on a matter as and when required.
However, the Analyst's Department is a part of the executive. But, even if it goes to connect with the political authority, then a serious problem could arise. Its independence can be challenged and people may have some sort of curiosity or doubt about the validity of the Analyst Report.
There is a way in which the government acts and the people determine if it’s the truth or false based on how the government has acted in the recent past.
Moreover, the initial view expressed by the Government Analyst’s Department regarding the gas cylinders had a serious impact on society. However, if that view was wrong, what they should have done was to inform the Government Information Department that it was wrong. Then the people are aware. However, when they sit with a minister or other official and participate in a media briefing, then there arises an issue regarding their independence and credibility.”
