De Silva could be questioned several times before legal action is initiated, said the minister, adding that the matter would not be covered up.
He will also be asked to explain as to why he obtained permission from the IGP to give a special commando training to a TID team, say police headquarters sources.
A few months ago, de Silva requested the police chief in writing to permit him to set up a team in the TID with special training and armed with high powered automatic weapons.
IGP Pujith Jayasundara has granted permission to the request.
This matter came to light from a statement given by STF commandant, DIG M.R. Latiff, to whom de Silva has referred his request.
However, the STF has not taken any action.
De Silva will also be questioned with regard to a sniper rifle that had gone missing from the TID.
